New Report Highlights the Crucial Role of Local Authorities in Achieving Net Zero
London, UK – A new report, commissioned by energy company E.ON UK, has suggested that local authorities must play a crucial role in achieving net zero in the UK. The report, titled “Generating Hope: Local Power in Partnership”, argues that a new model of public-private partnerships (PPPs) is needed to bridge the gap between national ambitions, local action, and community benefit.
The report emphasizes the need for Local Power Plans, a key component of Great British Energy (GB Energy), to be strategically planned and implemented in order to drive the decentralization and decarbonization of the UK’s energy system. These plans would provide a framework for grants, investment, and development, ultimately leading to local economic growth and secure community energy provision.
According to the report, the success of Local Power Plans will depend on a new model of public-private partnerships that will mobilize resources, expertise, and funding for both large-scale and smaller community-led initiatives. These partnerships will be crucial in bridging the gap between national ambitions and local action.
Joe Fyans, Head of Research at Localis, explains, “Local authorities will be essential in achieving net zero, as a significant portion of UK carbon emissions fall within their scope of action.” However, the report also highlights the multiple barriers hindering the further deployment of renewable energy, including technical challenges such as grid infrastructure unpreparedness and skills gaps within local authorities.
To overcome these obstacles, the report recommends that the government provide support to local authorities through legislation and funding. This could include integrating Local Area Energy Plans (LAEPs) with the Local Plan process, streamlining the application process for grid connection, and investing in training and development for local government staff.
Jonathan Werran, Chief Executive of Localis, states, “If we are serious about unleashing the full power of the local state, it is clear that Local Power Plans will require a new model of strategic, long-term energy partnerships to transform how we decentralize and decarbonize the UK’s energy system.”
The report also suggests that for Local Power Plans to remain politically viable at the place level, the government should consider shifting the capital burden of renewable infrastructure away from household bill levies. The reintroduction of feed-in tariffs is also recommended to encourage participation and support from local communities.
